How to File Your German VAT Return (UStVA) — 2026 Guide

If the word UStVA makes your stomach drop, you're not alone. This guide walks you through the entire process — from understanding what you owe to clicking submit in ELSTER.

1. What Is the UStVA and Why Does It Matter?

The Umsatzsteuer-Voranmeldung (UStVA) is Germany's periodic VAT return. If you charge VAT on your invoices, you need to report and pay it to your local Finanzamt on a regular schedule — usually monthly or quarterly.

Think of it as a progress report for VAT. You tell the Finanzamt how much VAT you collected from customers (output VAT) and how much you paid on business expenses (input VAT). The difference is what you owe — or what the Finanzamt owes you if your input VAT was higher.

2. How Often Do You File? Monthly vs. Quarterly

New businesses must file monthly for the first two calendar years. After that, your filing frequency depends on how much VAT you owed the previous year.

If you owed more than €7,500 in VAT last year, you file monthly. Between €1,000 and €7,500, you file quarterly. Below €1,000, the Finanzamt may exempt you from advance returns entirely — but this is rare and they decide on a case-by-case basis.

3. The Kennzahlen — What Goes Where

The UStVA form is organized by numbered fields called Kennzahlen (KZ). Each Kennzahl tells the Finanzamt about a specific type of transaction. Here are the ones you'll use most often:

Revenue at Standard Rate (19%)

KZ 81 — Net revenue (before VAT) from sales taxed at the standard 19% rate. This is where most of your domestic B2C and B2B sales go.

KZ 861 — The VAT amount itself (calculated automatically by ELSTER when you enter KZ 81).

Example: You invoiced €5,000 net at 19%. Enter 5,000 in KZ 81. ELSTER calculates €950 in KZ 861.

EU Cross-Border Transactions

KZ 21 — Tax-free intra-community supplies of goods (Art. 138 EU VAT Directive). You sold goods to a VAT-registered business in another EU country.

KZ 46 — Reverse-charge services to businesses in other EU countries (Art. 196). You provided a service and the client pays VAT in their country.

KZ 89 — Intra-community acquisitions of goods. You bought goods from another EU country and need to self-assess German VAT on the purchase.

KZ 93 / KZ 95 — Reverse-charge services received. A business in another country provided services to you, and you self-assess German VAT.

Input VAT (Vorsteuer)

KZ 66 — Total deductible input VAT from business expenses. This is the VAT you paid on purchases like software, office supplies, or professional services.

KZ 61 — Input VAT from intra-community acquisitions (mirrors the output VAT you reported in KZ 89).

Tip: Keep every invoice. The Finanzamt can deny your input VAT deduction if you cannot produce a valid invoice with a separate VAT line.

Reduced Rate (7%)

KZ 86 — Net revenue taxed at the reduced 7% rate. This applies to books, food, public transport, and certain other goods and services.

KZ 861 — Combined VAT amount for both 19% and 7% sales (ELSTER totals them together).

Note: If you only sell services (consulting, design, development), you almost certainly only use the 19% rate and can skip this section.

Tax-Free Exports (Non-EU)

KZ 43 — Revenue from exports to countries outside the EU. These are zero-rated, but you must still report the net amount here. Keep proof of export (shipping documents, customs declarations).

4. Registering for ELSTER

All UStVA filings must go through ELSTER, the German tax authority's online portal. Paper forms are no longer accepted.

Go to elster.de and register with your tax ID. The Finanzamt sends an activation code by post — this takes about two weeks, so register well before your first filing is due. Once activated, you can file all tax returns from your browser.

5. Filing Step by Step

  1. Log in to ELSTER and navigate to Formulare > Umsatzsteuer > Umsatzsteuer-Voranmeldung.
  2. Select the reporting period — the month or quarter you're filing for. Double-check the year. A common mistake is accidentally filing for the wrong Voranmeldungszeitraum.
  3. Fill in the Kennzahlen from your records. Enter net amounts (before VAT) where required. ELSTER calculates the VAT automatically.
  4. Review the summary. ELSTER shows your total output VAT, total input VAT, and the balance (the Zahllast). A positive number means you owe money. A negative number means you get a refund.
  5. Submit and pay. After submitting, transfer the amount to your Finanzamt by the due date. You can set up a SEPA direct debit (Lastschriftmandat) so the Finanzamt pulls the money automatically — this also gives you an informal grace period of a few days.
